UKSSSC paper leak. The Uttarakhand government has taken a big step in the UKSSSC ie Uttarakhand Subordinate Services Selection Commission paper leak case. The government has suspended the secretary of the commission, Santosh Badoni. Taking action in this matter on the night of Thursday, September 1, the government decided. The suspension letter issued by the government said,
Various discrepancies and irregularities have come to the fore in the UKSSSC paper. In this regard, investigation is being done through various investigating agencies. Santosh Badoni was working as Joint Secretary in UKSSSC during these disturbances in the exam. Badoni has been grossly negligent towards his official duties and responsibilities. Therefore, he is suspended with immediate effect.”
What is UKSSC Paper Leak Case?
UKSSSC had released graduate level vacancies to fill 916 Group C posts like Hostel Superintendent, Assistant Review Officer, Assistant Consolidation Officer, Village Development Officer in 13 different departments. The exam was held on 4th and 5th December 2021. About 2 lakh 50 thousand candidates had applied for the recruitment. 1 lakh 60 thousand candidates came to give the exam. The result of the examination came in April 2022. After this the document verification and further process started. Meanwhile, there were allegations of irregularities in the recruitment examination. The youth associated with the Uttarakhand Unemployed Union wrote a letter to Chief Minister Pushkar Singh Dhami demanding an inquiry. After which Chief Minister Pushkar Singh Dhami ordered DGP Ashok Kumar to investigate the matter. Bobby Panwar, associated with the unemployed union, while talking to Lallantop said,
“Even before this exam, we had put forward the fact that there were many irregularities in the exam. But the government did not listen to us. Every time we used to think that exams will be conducted properly. But every time there was some mistake in the exam. This time we had asked the government to investigate the rigging in the VDO exam by pressurizing it.
STF started investigation then case open
DGP Ashok Kumar handed over the investigation of the case to the STF. When the STF started investigating the matter, layers one after the other were opened. STF has appointed Manoj Joshi, a Grade D employee in UKSSSC, Mahendra posted as Junior Assistant in Chief Judicial Magistrate Court, Nainital, Gaurav Chauhan, Additional Private Secretary in PWD Department, Additional Private Secretary in Judicial Department Surya Pratap Singh and BJP leader Hakam Singh. 18 people have been arrested.
The STF official told us on the condition of anonymity that Manoj Joshi had given the exam paper to Tushar. Manoj and Tushar had solved the paper in a resort in Ramnagar. Manoj Joshi works in District Court.
The resignation of the chairman, the secretary was removed
The state government had on August 13 removed UKSSSC Secretary Santosh Badoni from the post after the paper leak case surfaced. While UKSSSC chairman S Raju resigned on 6 August. S Raju had said that he takes moral responsibility for the matter. He had said that he has no relation with any leader and he understands the problems faced by the candidates. S Raju was present as the chairman of UKSSSC since 2016.
BJP leader expelled from the party
BJP has expelled District Panchayat member from Uttar Kashi and accused in UKSSSC paper leak case Hakam Singh from the party. Party’s state general minister Kuldeep Kumar said that on the instructions of state president Mahendra Bhatt, he has been expelled for six years. Hakam Singh is being told as the mastermind of the entire episode. Hakam Singh fled to Bangkok when the investigation into the paper leak case started. When he returned on August 14, the STF arrested him from the Himachal border. During interrogation, it has come to know that Hakam Singh has already rigged many recruitments. Chief Minister Pushkar Singh Dhami said,
“Our policy and intention are both clear, clear. Corruption, in whatever field it may be. Will not be tolerated at any cost. Complete transparency will be adopted. We will go to the bottom of the whole matter. We will not sit still until we expose each other. We will not allow any harm to the students.”
Apart from this, a letter from Rekha Arya, a minister in the Uttarakhand government, also went viral on social media. The date of June 4, 2020 is recorded on this letter addressed to the Secretary of the Animal Husbandry Department of Uttarakhand. In the letter, the names of four people have been written that these educated unemployed persons should be given appointment in the department as per the requirement. Giving clarification on this letter, Minister Rekha Arya wrote a letter to the Senior Superintendent of Police of Uttarakhand. He had complained that false news was being spread against him. Efforts are being made to tarnish the image of him and his family.
On the other hand, Congress has demanded a CBI inquiry into the entire matter. Deputy Leader of Opposition in the Assembly and Congress MLA from Khatima Bhuvan Kapri said that all the people who have been caught so far in the graduate recruitment scam are only pawns. The government does not want to reach out to the real scamsters. Kapri has demanded that the recruitments made before the graduate level recruitment examination should also be investigated. Also, action should be taken against those officials as well.
