On July 18, Anil Kumar Pandey, Officer on Special Duty (OSD) to Minister of Public Works Department (PWD) Jitin Prasad in the Uttar Pradesh government was sacked. There are allegations against him that he is involved in the game of taking money in exchange for transfer. Apart from Anil Pandey, action has also fallen on five other people. It is feared that after the dismissal on these people, other actions can also be taken.
According to the report of the Indian Express, on Tuesday, July 19, Chief Minister Yogi Adityanath has suspended five officials, including the HOD of the Public Works Department, in connection with the transfer of money. According to reports, apart from Anil Pandey, the five people against whom action has been taken are Chief Engineer (Development) – HOD Manoj Kumar Gupta, Chief Engineer Rakesh Kumar Saxena, Senior Staff Officer Shailendra Kumar Yadav, Administrative Officer Pankaj Dixit and Head Clerk. The names of Sanjay Kumar Chaurasia are included. There are allegations of irregularities against these people and more action is possible after the suspension.
According to reports, after this action, Jitin Prasad can go to Delhi today i.e. on July 20. It is being speculated that Jitin Prasad will meet Union Home Minister Amit Shah. But till the writing of this news, there has been no response from Jitin Prasad on this whole matter.
Prasad has an old relationship with Pandey.
About 13 months ago, he left the Congress and joined the BJP, and a week later, he was included in the Yogi government’s cabinet. When the BJP government was again formed in the state in the 2022 assembly elections, Jitin Prasad again got a place in the cabinet. Got the responsibility of PWD. But he was accompanied by minister Anil Pandey, who had been with him since his UPA days.
In fact, when Jitin Prasad was a minister during the UPA government at the Centre, Anil was still posted in his offices. When the BJP government was formed again in UP, Jitin Prasad was made the Minister of Public Works Department and only then Anil applied to come here. After the application, the recommendation was made on behalf of Jitin Prasad for the appointment of Anil Pandey, then the appointment was confirmed. Such news also goes on. Prior to this, Anil Pandey was in the post of Under Secretary in the Union Ministry of Consumer Affairs and Food and Public Distribution.
How important is the post of OSD? Understand that all the important work of ministers is done by OSD only. If there is any file of the department, it goes to the minister through OSD.
However, an order has been issued to remove Prasad’s OSD Anil Kumar Pandey from UP and send him back to the parent department in Delhi and a vigilance inquiry and disciplinary action has also been recommended against him.
What is the whole matter?
In fact, after the alleged disturbances in the transfer of doctors in UP, a case of disturbances in the transfer of engineers of the Public Works Department also came to the fore. In this regard, Chief Minister Yogi Adityanath had ordered an inquiry on 12 July. The inquiry committee submitted its report on July 16 and on this basis this action has been taken.
The inquiry committee included UP Agriculture Production Commissioner Manoj Kumar Singh and another senior official Devesh Chaturvedi. The Chief Minister had met the officials investigating the matter, only after which action was taken against Pandey.
The government says that these steps have been taken according to the policy of ‘zero tolerance’ towards corruption.
An official said in a conversation with the Indian Express,
“This matter is related to the transfer of engineers in the Public Works Department. More than 150 transfers have taken place in the last one month and the divisions of engineers have been changed. These transfers appear to be arbitrary and some engineers were kept in the same position for longer periods contrary to the rules. Some engineers have also been given postings in more than one division.”
The administration says that there are many more officers on the radar of action right now.
